Housing Minister BZ Zameer Ahmed Khan said on Tuesday that the government will consider amending the law to prohibit registration of land without permission from the Real Estate Regulatory Authority (RERA).
Zameer said the amendments would curb the “menace” of unauthorized layouts in the state.
The Minister was speaking at the Karnataka RERA review meeting. He said developers of new layouts were selling land without getting permission from RERA. In some areas, floor plans have been created on disputed land, causing problems for buyers.
“So, to avoid this, a law will be enacted that no plot can be registered in a layout without RERA permission,” Zameer said.
Although there is a rule that RERA registration is mandatory, some people are forming layouts and selling plots “fraudulently”, Zameer pointed out.
“If there is any problem, the person who bought the site will come to RERA. But at that point, RERA cannot do anything. Therefore, rules will be set so that the public will not be inconvenienced. The Ministry of Revenue will be consulted and, if necessary, amendments will be submitted after the Cabinet considers the proposals,” Zamir said.
Zamir also vowed to take strict action against builders, developers and promoters who construct apartments and fail to hand over the properties within the stipulated time frame. “In some cases, it is suspected that more than the contracted amount was demanded,” Zamir said, adding that serious action would be taken if the public was deceived.
Mr. Zameer even said that rules would be framed to make RERA permission mandatory for issuance of occupancy certificates.
